Someone got spasm on his face, his eyes close most of the time. it is more like a neurological problem, instead of eye problem for 10 years and can’t find the treatment.     I have heard of what you are describing but I wouldn’t know any specialists that would deal with this except a neurologist. You may want to contact a neurologist and see if they can recommend anyone.
